Kane County Commission adopts payroll backup policy, approves Vermillion Cliffs SSD for liability pool

The Kane County Commission on July 8 adopted two resolutions to formalize county payroll backup procedures and to enable the Vermillion Cliffs Special Service District (SSD) to join the Utah County Indemnity Pool.
The actions came during the commission’s regular meeting at the county administrative building in Kanab. Both resolutions passed unanimously.
Commissioners framed the payroll policy as a risk-mitigation measure after auditors noted the absence of a formal backup for payroll. “We are lucky because we don't have a backup person for our payroll, and that would be a disaster,” Commissioner Brown said during discussion.
Commissioners said the resolution sets the policy to designate a backup payroll person and that the commission will meet with Rhonda, the current payroll employee, before naming a specific backup or bringing any candidate forward. One commissioner noted the county is onboarding new payroll software and that designating a backup during the software transition would be practical.
On the Vermillion Cliffs SSD matter, county staff explained that Utah County’s Indemnity Pool provides liability coverage and requires an existing member to sponsor a new, county-related entity by resolution. The commission agreed to sponsor the SSD so its board members can be included in that liability coverage. County staff said final inclusion also requires approval by the indemnity pool’s board.
