A county staff member read the second reading of Ordinance 2025-07 to Marion County Council, authorizing the conveyance of a portion of Marion County tax parcel number 019-00-00-065-000 — containing one acre on Highway 501 — to HTC Incorporated under a purchase-and-sale agreement attached to the ordinance.
The ordinance gives the county administrator or the chairman of county council authority to execute any and all documents necessary to transfer the property and "authorize all other matters related thereto to effectuate the conveyance," the staff member said while reading the ordinance.
A councilmember asked that the record reflect the property is being sold "at market value." The staff member responded, "Yes, sir." The council then moved, seconded and approved the ordinance on its second reading; the meeting record shows the motion carried on voice vote.
No roll-call vote with named tallies was recorded in the transcript. The ordinance text in the meeting packet, as read aloud, specified the parcel number and attached purchase-and-sale agreement but did not include the sale price in the public reading.
By approving second reading, the council authorized county leadership to complete conveyance paperwork required by the purchase-and-sale agreement.
