Bonner County amends agenda, approves $325,904.69 in claims and accepts two Lilybrook grants

The Bonner County Board of Commissioners on July 8 amended its meeting agenda to continue a planning appeal, approved fiscal year 2025 claims totaling $325,904.69 and accepted two grants for the Lilybrook Family Justice Center, the board said at its regular business meeting.

The agenda amendment moved the administrative appeal VRP2021-0030 to July 15, 2025 at the appellant’s request. The board then adopted the amended agenda by roll call.

The changes preceded action on the consent agenda and payment of claims. The board approved the consent agenda, which included minutes, liquor licenses, catering permits, plats for final approval and one invoice over $5,000 for the sheriff’s office described in the meeting as a confidential item associated with mobile data computers. Separately, the board approved payment of FY25 claims in batch number 39 totaling $325,904.69.

Clerk staff summarized the largest items in the claims batch as about $70,000 for dust abatement, roughly $23,000 for road-and-bridge fuel and approximately $51,000 for a junior college tuition subsidy. The clerk said the county pays a tuition subsidy when Bonner County residents attend a college in another county; the amount cited in the meeting was $500 per semester, up to $3,000 per student, and the clerk said that obligation is required by law.

The board also approved two motions accepting unanticipated revenue for the Lilybrook Family Justice Center (Lilybrook FJC). The first was a $4,475 award from the Children At Risk Task Force (CARTF) to cover registration for staff to attend the Dallas Crimes Against Children Conference, scheduled Aug. 3–7, 2025. The second was a $77,916.75 allocation from the Idaho State Child Advocacy Center (CAC) grant program for the state’s first quarter (the county was told the funds must be used by Sept. 30, 2025).

Prosecutor Marshall said the larger CAC award represents state money redistributed among Idaho CACs and noted the compressed spending window. Allie Fox, director of the Lilybrook Family Justice Center, told the board the state allocated $3 million across Idaho CACs and Bonner County’s share for this quarter is $77,916.75; she said any unspent funds do not roll over and would be returned and reallocated to other CACs. The board was also told there is no county match requirement for the CAC funds.

Marshall described Bonner County’s multidisciplinary team as a statutorily mandated group that includes prosecutors, law enforcement, juvenile probation and other professionals who confidentially share information to support child-protection work. He and Fox said the conference and the CAC funds are intended to support the center’s mission to assist victims and train key staff and partners.

Public comment included a request from Jeff Armstrong, a Bonner County resident and local fire chief, announcing a town-hall meeting at 2 p.m. July 12 at the Sandpoint Library to discuss fire-district staffing, volunteer programs and a needs assessment. Two Bonner County 4-H members, Max Watson and Olivia Watson, spoke briefly during public comment about their experience in 4-H.
