Ada County denies protest, awards county towing contract to Rocky Mountain Towing

After an evaluation meeting on June 24 the evaluation team sent its recommendation to bidders on June 25. Mr. Spilats then filed a protest by email on June 27. The board tabled the final ranking July 1 and took up the protest at the July 8 meeting.
Procurement reported the evaluation scores in a recommendation letter dated July 8. The ranked finalists were: Camco Enterprises Inc., d/b/a Rocky Mountain Towing (score 90.75); Stoppers Road Solutions (79.96); Boise Valley Towing Inc. (nonresponsive); and 5 Star Towing Inc. (nonresponsive). Procurement recommended awarding the contract to Camco Enterprises.
Commissioner Davidson said the board had looked for any legal basis to uphold the protest and concluded it could not: "we are up against state code, and there's no way around it," he told colleagues before moving to deny the protest. Another commissioner seconded the motion; the board voted in favor and the motion carried.
After denying the protest the board voted to follow the evaluation committee's recommendation and award RFP 25061 to Camco Enterprises Inc., doing business as Rocky Mountain Towing. That motion was moved and seconded and carried on an affirmative vote of the board.
