Staff said the change, requested by the mayor and mayor pro tem, would create an exception to the current prohibition on wind flags and “bandit” signs by permitting limited temporary signage for events such as farmers markets or grand openings. Staff told commissioners the ordinance would restrict temporary signs to the event site for the duration of the event, cap the number and type of temporary signs (examples cited included two wind flags and up to five small directional/vendor signs on site) and require a permit with a fee (staff cited a $50 permit fee).
The presenter said the amendment is narrowly tailored to special events and is not a change to permanent sign rules. Code enforcement will continue to pursue illegal off‑premises signs, staff said; the amendment creates a narrow on‑premises exception for permitted events.
No members of the public signed up to speak specifically on the sign amendment at the hearing. After brief discussion, the commission moved to recommend approval of the ordinance amendment and the motion carried 5-0. The item will be forwarded to City Council for final action.
