Committee advances bill requiring statewide study of tariffs’ impact on California economy

On July 11, 2025 the Assembly committee voted to refer SB 263 (listed in transcript as SB 2 63) to the Appropriations Committee. The bill, authored by Senator Gonzalez, directs the California Transportation Agency to conduct a statewide study of the economic impacts of tariffs, including effects on jobs, consumer prices and state revenues.
Senator Gonzalez said tariffs imposed without strategic planning will raise costs for families and businesses and cited Department of Finance projections of a $7.8 billion drop in state revenues tied to tariffs. Supporters from the Pacific Merchant Shipping Association, the California Retailers Association and the California Trucking Association testified that a comprehensive, state‑led study is needed to give policymakers the data necessary to respond to trade policy volatility. "This study is needed to provide a clear picture of the role of trade for the state and how trade policies can impact California positively and negatively," Jennifer Cohen of PMSA said.
The committee approved a motion to pass the bill to appropriations; the committee secretary reported the item out, 7‑0.
