Committee advances SB 227 to expand Green Empowerment Zone and add environmental‑justice representation

The Assembly committee on July 11, 2025 voted to pass SB 227 to the Assembly floor. Authored by Senator Grayson, the bill would expand the Green Empowerment Zone (GEZ) to include the cities of El Cerrito, Pinole, Richmond and San Pablo, add environmental‑justice representatives to the GEZ board, and extend the board’s authorization to 2040.
Senator Grayson said the legislation builds on AB 844 (2021) and creates regional capacity to attract tax incentives, grants and private investment to support a transition to clean energy in the northern waterfront area of Contra Costa County. "By incorporating these additional voices and extending authorization, SB 2 27 strengthens the board's ability to leverage regional assets, facilitate a just transition to a lower carbon economy, and creates pathways for equitable economic growth in Contra Costa County," Grayson said.
There were no witnesses recorded in opposition and the committee recorded a do‑pass vote to send the bill to the floor. The committee secretary reported the item out of committee, 7‑0.
