Staff said the city will assist by clearing a culvert and opening a ditch at the southeast corner of the lot to improve drainage. The presenter said the district considered a full asphalt replacement but determined that would be cost prohibitive; staff estimated a multi-year life for the chip-and-seal approach but did not provide a precise lifespan.
Board members discussed durability and whether the general fund should pay for the project. A board member asked for an estimated lifespan; staff said they would expect several years of service and suggested five years as a rough expectation but did not commit to a firm warranty or exact timeframe.
The board moved and approved the resurfacing plan by roll-call vote.
Staff said further steps will include painting parking lines and coordinating scheduling with county crews. The packet included technical details: a hot-mix asphalt base in the lane, chip-and-seal overlaid across the remainder and potential replacement of light heads with current LED models.
