Board members said department heads should be prioritized for a full stipend since they are often required to respond after hours and use phones to manage incidents. Members noted some employees already have town-issued phones and that those staff might not appear on a stipend list because they do not receive a stipend in addition to a town phone.
The board discussed judges receiving a smaller stipend and whether that amount is sufficient given occasional after-hours demands such as search-warrant requests; some members said judges should receive the full stipend while others asked staff to confirm existing arrangements.
The board asked the supervisor to circulate the draft list to department heads and to return to the board with any recommended additions or justifications. No formal policy change or vote on stipend levels was made during the workshop.
