Caldwell — The City Council voted to annex Farmway Village, the Caldwell Housing Authority property on Farmway Road and Highway 44, into the city. The Planning & Zoning Commission had recommended approval at its June hearing; the council’s vote followed that recommendation.
Farmway Village is a long‑established complex dating to 1939 and currently contains 248 units in 62 four‑plex buildings, several support buildings and roughly 37 undeveloped acres on an approximately 80‑acre parcel. City staff and the housing authority explained that municipal service agreements already exist: a sewer connection agreement executed in 2014 and a water connection agreement executed in February 2024. The master plan submitted with the annexation anticipates up to 72 additional dwelling units and 220 RV stalls in future phases; the council’s approval allows the property to be regulated under city codes while preserving the site’s housing mission.
The motion to approve was made by Councilor Doty and seconded by Councilor Stoddick. The council recorded one abstention (Councilor Dittimer) and otherwise approved the annexation and associated development agreement. Staff will finalize the ordinance and monitor utility connections as part of implementation.
