Council members noted the previous rolling six-month moratoria had expired and discussed options including continuing six-month extensions, adopting a permanent moratorium, or developing zoning rules that would specify where dispensaries could locate (setbacks from schools, parks and similar limits).
Legal staff told the council it has authority under the Ohio Revised Code to adopt either a time-limited moratorium or a permanent prohibition on dispensaries locating in the city, and that the council could later amend or rescind such decisions. Council members discussed revenue considerations — one member cited statewide sales figures and local revenue sharing mechanisms — and concerns about rushing to regulation without clear zoning language in place.
After debate, council asked administration and planning staff to return at the next meeting with a proposed moratorium ordinance and suggested zoning language (setbacks, permitted zoning classifications, etc.) for council review; members favored having a moratorium in place while zoning revisions are developed so the city would have appropriate regulatory language before any dispensary application could proceed. No formal moratorium ordinance was adopted at this meeting; the consensus was to bring draft legislation forward after the break.
