Caldwell — The City Council voted to deny the annexation and planned unit development request for Spring House Towns following extensive public testimony and council deliberation.
The application, submitted for an 8.7‑acre parcel on Midway Road south of Holmdale, had been revised downward after a Planning & Zoning recommendation of denial. The applicant reduced the proposal from an earlier 77‑lot layout to a 50‑lot townhome plan and increased lot depths, parking and dedicated open space; the applicant argued the revisions addressed prior concerns.
Speakers from the adjacent neighborhoods told the council that the townhomes’ length and vertical scale — two buildings along the shared north boundary were described by neighbors as nearly 200 feet long with roof peaks said to reach about 28–30 feet — would be “out of scale” with existing single‑story detached homes. Multiple residents also raised traffic concerns at nearby intersections (Holmdale/Midway and Cleveland/Midway) and pointed to school‑capacity warnings from Valley View School District. City staff noted the area had traffic‑analysis items to monitor and said the district had expressed concern about future elementary capacity.
The motion to deny was made by Councilor Register and seconded by Councilor Stoddick. Councilors cited traffic impact study results, school capacity concerns and incompatibility with the adjacent single‑family neighborhood as primary reasons for denial. Staff will prepare written findings and the formal order of denial for the record.
