Caldwell — The City Council voted unanimously to approve the Enclave Subdivision rezone, preliminary plat and modification of the associated development agreement, clearing the way for a 152‑lot single‑family neighborhood with five commercial lots facing Karcher (Highway 55).
City planners said the project replaces an earlier, higher‑density entitlement that included multifamily units. Joe Dodson, the city’s principal planner, told the council the current proposal would include 152 single‑family dwellings, five commercial build‑to‑suit lots along Karcher, and 5.8 acres of qualifying open space — approximately 14.5% of the site. Dodson recommended approval, noting the plan’s transition from the highway corridor to medium‑density surrounding neighborhoods and the provision of pathways and amenities.
Applicant representative Sabrina Durchey described Enclave as “a welcoming thoughtfully planned community” with a range of lot sizes, pedestrian pathways and four pocket parks. Durchey told council the plan reserves 15.27 acres for commercial development along Karcher and aims to coordinate access with Idaho Transportation Department improvements.
Council members pressed for protections for Karcher‑fronting buildings. After discussion, the council added a condition requiring commercial façades along Karcher meet corridor standards and to “look like the front of a building” rather than placing parking between buildings and the highway — a change requested by councilors to ensure the corridor’s appearance.
The motion, made by Councilor Allgood and seconded by Councilor Dittenburg, passed unanimously. Staff will record the revised development agreement and return the final plat for recordation and ordinance adoption.
