Wagoner approves $100,000 loan and purchase of EnviroSight Rower X HD sewer camera system

Council considered two linked agenda items: (1) adoption of a resolution authorizing a loan from Armstrong Bank in the aggregate principal amount of $100,000 to help pay part of the purchase price for the EnviroSight unit, and (2) adoption of a resolution approving the purchase of the EnviroSight Rower X HD system and related accessories. Council also waived competitive bidding for the loan. During discussion staff explained the system will be used for inspections in older northeast sections of the city and noted a down payment of roughly $47,000 would be required if the purchase were authorized immediately.
“What's the interest rate on this one? 4%,” a council member asked; staff confirmed a fixed rate and explained the loan structure would include a down payment and two additional payments over two years.
The council approved both the loan authorization and the purchase resolutions by roll call votes in the meeting. The Public Works Authority and the City Council each recorded affirmative votes to proceed; staff said that if the city approved the purchase Kenneth (staff) could begin the procurement process immediately.
Actions recorded on the agenda: adoption of the resolution authorizing the $100,000 promissory note to Armstrong Bank (WPA item 13 / City item 21) and adoption of the resolution approving the purchase of the EnviroSight Rower X HD system (WPA item 14 / City item 22). The purchase and financing permit the city to acquire an integrated sewer inspection camera and lift expected to assist in diagnosing and documenting sewer issues in older neighborhoods.
