Andrew Van Horbije of Austin Way presented a detailed handout and asked the mayor and council to adopt a local policy clarifying how Cedar Falls public-safety personnel should respond to immigration-enforcement requests.
Van Horbije summarized his requests and asked the council to consider a publicly available policy that would, among other things: - Require a judicial warrant (not just an administrative) before detaining any individual for immigration purposes; - Prohibit routine status inquiries and stop/question/investigate solely on suspected immigration status; - Deny or decline any 287(g)-style agreements that deputize local officers as federal immigration agents; - Restrict sharing of nonpublic information (release dates, addresses) with ICE for civil enforcement absent judicial compulsion; - Require written notice for any individual subject to an ICE request and mandate recurring training for personnel.
He told the council he provided a detailed packet and a QR code with additional material.
Council response and outcome Council did not take formal action at the meeting. The request was recorded in the public record and staff indicated they would review the materials; no policy vote or referral was recorded during the meeting.
