LCC authorizes preparation of FY2026 legislative budgets; recommends salary adjustment to $44,892

The Legislative Coordinating Council on July 1 authorized staff to prepare legislative agency budget submissions for fiscal year 2026 and discussed recommended compensation adjustments for legislators and interim meeting pay.
Shirley, legislative staff, presented a memo directing preparation of budget summaries for September and October and outlined proposed compensation adjustments. For FY2026 staff recommended basing the budget submission on a current annual compensation rate of $43,000 and applying a 4.4% adjustment based on calendar-year 2024 preliminary data, raising the base legislative compensation to $44,892 per year effective Jan. 1, 2026 through June 30, 2027. The memo also noted the legislature daily subsistence rate remains $178 per day and the interim meeting daily rate is $180 per day.
The memo included standard language for longevity bonuses and fringe benefit adjustments aligned with executive branch rates; it also noted adjustments to legislative leadership premium pay to reflect the new compensation rate. The commuter/computerization project and potential printed volumes for the Kansas Statutes Annotated were also listed in the budget preparation memo.
Speaker Hawkins moved to authorize preparation of the legislative budgets as outlined; Majority Leader Blasey seconded and the motion carried on a voice vote. The council separately authorized a subcommittee on administration to conduct annual reviews and determine any merit-based salary increases for legislative branch agency heads; that motion was moved by Speaker Hawkins and seconded by Minority Leader Sykes and also carried.
