RJL Solutions updates commissioners on economic-development review; commissioners appoint representative to Indiana First Ready Committee

RJL Solutions told the Perry County Board of Commissioners on July 7 that it has reviewed the county’s 2015 comprehensive plan and other historical materials and is preparing written recommendations on economic-development strategy, sites and incentive policy.
"We've done a review of the comprehensive plan and are evaluating grants and business recruitment projects," said Jonathan, an RJL Solutions representative, describing outreach to cities and a forthcoming report with recommendations on incentives, tax abatement and site readiness.
RJL told commissioners it has created Perry County Economic Development Inc. as a nonprofit entity to allow the county to participate in Indiana First programs; the consultant recommended a board structure with county commissioners and county-council representation, and said counsel would be consulted on filings and bylaws. RJL also said it is evaluating multiple state-level project leads and will report back on where projects chose other jurisdictions and why, using information from the Indiana Economic Development Corporation.
Commissioners discussed site readiness; RJL described the range of project needs it has seen, from 30–45 acre greenfield parcels to requests for 50,000–500,000 square-foot buildings and detailed utility capacity requirements. The consultant noted that some redevelopment sites in Tell City, including the former GE building, could be of interest depending on environmental conditions.
RJL asked the board to appoint one of the commissioners to serve as the county’s voting representative on the Indiana First Ready Committee. Commissioner Pam Jaminski was nominated and appointed by voice vote.
RJL said it will provide more detailed written recommendations, including eligibility criteria for incentives and a prioritized set of redevelopment projects for the county and suggested coordinating with the redevelopment commission and county council on next steps.
