The White Plains City School District Board of Education held its annual reorganization meeting on July 1, 2025, where Rosemarie Eller was re-elected president of the board and Dr. Joseph Bricca was sworn in as superintendent of schools.
The meeting opened with an oath of office for Dr. Joseph Bricca. Board members Charlie Norris and Dr. Charles Bridal also took the oath of office as new members. Miss Melendez was moved and seconded to serve as temporary chair at the start of the meeting while the board completed reorganization business.
In a motion approved by the board, Rosemarie Eller was confirmed to continue as president of the Board of Education; the motion was seconded and carried. The board also adopted a resolution establishing its regular meeting schedule: meetings will begin on the second Monday of each month at 6:30 p.m.
The board approved a consent portion of the agenda covering appointments, authorizations, approvals, designations and adoptions across multiple listed sections (identified in the agenda as Sections 3–10). After completing reorganization business the board adjourned the reorganization meeting and convened its regular July meeting.
Board members also administered the oath to Michelle Schoenfeld as district clerk during the meeting.
Why this matters: annual reorganization sets leadership and schedule for the district and formalizes the start of the board's governance year. Oaths and the selection of officers are routine but necessary steps that authorize officials to carry out district duties.
