Bellaire wins $54 million state appropriation for Cypress Stitch regional flood project

On July 3, Mayor Gus Pappas of Bellaire announced a $54,000,000 state appropriation for the Cypress Stitch Regional Flood Mitigation Project, a regional effort to reduce flood risk for Bellaire and neighboring communities, officials said.

The appropriation supplements local funding voters approved in November 2024 and other commitments from county and federal sources to create roughly $110,000,000 in combined resources for detention, drainage and sewer-system work tied to the project. "This is a regional project," Mayor Gus Pappas said. "If we can control our water and help reduce and mitigate the effects of flooding in this area, we can help everything around."

Why it matters: The project aims to reduce repeated flood damage affecting neighborhoods that experienced major storms in 2015–2017 and later events. City officials said the funding will support redesign of detention areas, regrading and clearing channels that city engineers say are part of a foundational system needed before other mitigation steps can proceed.
