The Willows City Planning Commission on July 1 approved a design review for an Iona electric vehicle charging station at 246 North Humboldt Avenue, the parcel adjacent to Black Bear Diner (file ODR2504).
Amy Rossig, a planner with Harrison Associates, told commissioners the proposal would add 10 vehicle parking spaces and five charging stations with a transformer located close to the road. "The project before you tonight is a design review for a EV charging station," Rossig said while presenting site plans and renderings. She said the charging equipment proposed are DC fast chargers.
Rossig described the canopy and color scheme: a 13-foot-tall steel canopy painted a soft black with an orange underside, robin's-egg-blue charging pedestals and orange bollards to protect equipment. The site is in a highway commercial zoning district near Highway 5 and sits between the existing Black Bear Diner and an adjacent gas station, Rossig said. She recommended approval, saying the project is consistent with the city's general plan and the design-review criteria in the municipal code.
A commissioner asked whether the open connection between the gas station and parking lot would be closed. Rossig said the opening would be closed off but that driveways to Humboldt Avenue would remain to provide access to both parcels.
Commissioners moved and seconded approval. The motion passed; the meeting record does not identify the members who made or seconded the motion or a roll-call tally.
No implementation timeline or building permit schedule was provided during the hearing. City staff and the applicant were present at the meeting; the applicant confirmed the chargers would be DC fast chargers but did not provide additional construction dates.
