Comal County commissioners approve routine construction surety extension, archeology curation, employee benefits and administrative fee renewals

Comal County Commissioners on Thursday approved multiple routine agenda items during a short workshop session.
The court approved a one-year extension of an irrevocable standby letter of credit (FTFC24438) as surety for road and stormwater drainage improvements within Gatehouse Unit 2. County staff said construction is underway and the developer needs more time to finish; staff recommended approval and the court approved the extension following a motion by Commissioner Webb and a second by Commissioner Crownover.
The court also approved a governmental agency curation agreement to submit archeological specimens recovered during construction of the Alt Elk Lane roadway and bridge improvements to the Texas Archaeological Research Laboratory. Staff said the project is under construction and that specimens found during an archaeological study will be transferred to the laboratory.
Item 4 on the agenda, a grant-related item, was not acted on because the county had not yet received all grant notifications; staff said action will be posted in the coming one to two weeks.
The court approved the employee-paid 2025–26 MASA Medical Transport Solutions employer benefit agreement, which provides an employee-paid supplemental benefit for emergency ground and air transportation with a three-tier structure; staff noted the basic plan was replaced with an “emergent plus” plan. Commissioners thanked general counsel for review and approved the agreement following staff recommendation.
Comal County also renewed Ameriflex flexible spending account and COBRA administrative fees effective Oct. 1, 2025. Staff said the health care flexible spending account maximum remains $3,300 per year and dependent care remains $5,000 per year; the administration fee increased from $3.50 to $3.70 per participant per month and COBRA administrative fee increased from $0.50 to $0.55 per participant per month.
Finally, the court approved a line-item transfer in the tax assessor’s office reallocating funds from office supplies to recurring contracts to cover Quadient (mailing/printing) expenses for the remainder of 2025. Staff said the expense was not anticipated in the prior year’s budget but is included in the 2026 request.
All motions for the items above were moved and seconded by commissioners on the dais; the court announced each motion carried. The court recorded there was no need for an executive session and recessed.
