Developers propose 19-unit mixed-use conversion on Allen Road; neighbors raise stormwater and parking concerns

Green Springs Capital Group LLC presented a site plan to the Glens Falls City planning reviewers to convert an existing downtown building into 19 apartments and about 2,370 square feet of commercial space, prompting questions from neighbors and city staff about stormwater, parking and building-code requirements.

The proposal, described by the applicant as a mixed-use conversion of an existing structure on Allen Road/Maple Street, would keep commercial space at street level and locate 19 residential units above. Project representatives said some façade repairs and window restoration are planned.
