Consultants urge phased staffing, equipment and training upgrades for Douglas County Consolidated Fire District 1

Emergency Service Consulting International (ESCI) presented a high‑level agency evaluation to the Douglas County Board of Commissioners on July 2, saying Consolidated Fire District 1 should adopt phased staffing increases, replace or phase out outdated apparatus, and tighten training, communications and facility standards to improve response goals.

The report, about 100 pages in length and described by ESCI as an overview, identified gaps in staffing levels and recommended a three‑phase staffing plan that would move the department toward continuous, 24‑hour coverage with at least two firefighters on frontline apparatus. ESCI also recommended investing in vehicle‑location (AVL) technology, verifying emergency‑button functionality on portable radios, developing a 5‑ to 15‑year capital improvement plan for apparatus and facilities, and creating more accessible standard operating procedures and training records.

Why it matters: Commissioners and county staff said the district sits at a “crossroads” roughly five years after consolidation and face competing budget pressures across county and municipal fire/EMS providers.
