Speakers raise police complaint and park safety concerns during public comments

Two residents used the council's public comment period on July 1 to raise safety and enforcement concerns.

Steve Moses told the council he had filed multiple complaints over nearly four years related to conduct by named officers and internal affairs handling of those complaints. Moses said he had not received dispositions for his complaints, described actions he called "reckless," and alleged the department's response contributed to harms to his wife. He said those complaints remained unresolved and said the matter was becoming broader in reach. Moses addressed the council directly: "This case is called now the Chuck Young George Floyd case, civil case of Victoria, Texas."

Michael Vanderohe (recorded in the transcript as Michael Bondrew) asked the council and police to make more patrols at Queen City Park and Christ Kitchen, saying litter, loose/unleashed dogs and safety problems persisted after an incident in which the park was "trashed". He thanked code enforcement and public works for work at a local trailer park and said paving work improved compliance, but he also asked for better lighting at the park and for venue managers/owners to address vandalism. Vanderohe said there were concerns about dog bites and public-safety risks.

Mayor Dwayne Crocker acknowledged the comments and the council continued with the agenda. No formal council action or staff report responding to the two speakers was recorded in the meeting minutes during the public comment sequence; subsequent agenda items proceeded to the consent agenda and action items.
