Janesville committee issues mixed rulings on operator-license appeals; five appeals decided

The Janesville Alcohol License Advisory Committee on July 1 heard multiple operator-license appeals and issued mixed rulings. The decisions turned largely on applicants’ disclosure of prior offenses and whether recent alcohol-related convictions substantially related to the licensing activity.
Key outcomes (committee recommendation to clerk/police): - Alexis Becker: Appeal approved (committee reversed police denial). Vote recorded 5–2; George Bruner and Heather Miller voted no. Staff had cited an undisclosed traffic-forfeiture item in 2022; Becker said she had misunderstood the question and provided a letter from her employer. The committee voted to allow issuance of an operator/bartender license.
- Aaron J. Flick: Appeal denied (committee upheld police denial). Vote recorded 6–1, with Justin Henry voting no. Staff cited a 2023 OWI that was not disclosed on the renewal application; the committee concluded nondisclosure justified denial and the applicant was advised to reapply after the six-month waiting period.
- James H. Fellows: Appeal denied (committee upheld police denial). Police and staff cited a recent OWI and related matters that, under city policy, substantially relate to licensing activity within a 24‑month review period. The committee upheld the denial; the applicant may reapply per ordinance timelines.
- Tighe Kosinski (listed as Kosinski / Sizinski in materials): Appeal approved. The committee voted 5–2 to grant the appeal and allow issuance of the operator license; staff had denied originally because of recent OWI with disposition timing in question, but the committee approved the appeal.
- Erin E. Thurler: Appeal approved. The committee voted to approve the appeal 6–1 (one abstention recorded) after reviewing a January 2024 OWI, paraphernalia, and a related possession charge; staff noted the possession was a civil forfeiture and the committee approved issuance with the usual admonitions about not working without a license.
Several committee members and police representatives noted the committee is following city policy that looks back 24 months for alcohol-related matters when evaluating fitness for an operator license. Staff and police advised applicants to reapply in six months where denials were upheld.
All applicant-specific determinations will be processed by the City Clerk’s office consistent with the committee’s recommendations.
