Council approves street, public-safety and multiple consent items in unanimous vote

Victoria City Council approved a package of consent items and three separate action resolutions, including a $1.49 million contract for Vine Street rehabilitation and a re-awarded furniture contract for the new public safety headquarters.
Victoria City Council on July 1 approved a consent agenda of ordinances and resolutions and voted separately on three action items, all of which passed without recorded opposition.
Among consent items approved on second/third reading was an ordinance to impose an additional 2% hotel occupancy tax for a voter-approved venue project tied to the Victoria Community Center expansion. The council also approved interlocal and provider authorizations, contracts for public-safety equipment, demolition and sidewalks, and a firefighter medical assessment contract.
On separate action votes the council:
- Awarded the Vine Street rehabilitation project to C K Newberry LLC for $1,485,970. The project will rehabilitate Vine Street from Red River to Mockingbird with a mix of overlay and full-depth reconstruction depending on location. Council discussion noted the northern portions were in poorer condition and raised timing and traffic management questions; no changes to the award were made and the resolution passed. "Aye," the council recorded; no opposition was voiced.
- Adopted a resolution terminating the city's purchase agreement with Spencer and Company for furniture at the public safety headquarters after the vendor notified staff of errors in its bid. Staff presented follow-up proposals and sought authorization to pursue the next-lowest responsive bidder.
- Approved a replacement purchase order to Blue Box LLC for furniture at the public safety headquarters not to exceed $715,344. Staff said Blue Box agreed to honor its original bid price; the council approved the purchase.
Other consent items approved included:
- A resolution authorizing an interlocal agreement with DeWitt County for use of the city public-safety radio system. - A resolution granting approval for Sacred Heart EMS Inc. as an EMS provider. - Authorization of a firefighter medical assessment and physical contract with LifeScan Wellness Centers not to exceed $77,000. - Awarding the Bronson Park sidewalk improvements project to Keith Staff dba Staff Concrete Construction for $90,795. - Awarding demolition of the Riverside Park building foundation to Coastal Bend Demolition Inc. for $162,555. - Authorizing purchase of dispatch consoles for the public safety headquarters through Exhibits Systems Inc. not to exceed $120,959 (listed on the consent agenda).
All of the above passed on voice vote. The council took the votes in formal motion and recorded unanimous approval; the roll call earlier in the meeting showed seven members in attendance. The meeting moved on after the approvals to remaining agenda items and the city manager's report.
