The Community and Economic Development Committee on July 2 adopted the City of Milwaukee’s 2025–29 consolidated strategy and plan for submission to the U.S. Department of Housing and Urban Development (HUD).
Mario Higgins, director of Community Development Grants Administration (CDGA), and staff presented the document. The consolidated plan outlines needs assessments, market analyses and a strategic framework for HUD-funded programs including the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grant (ESG) and HOPWA. Committee members heard that the plan also supports applications to other federal funding sources when program priorities align.
Public outreach and findings Staff reported 33 community events and more than 1,000 completed surveys conducted during outreach. Top public-service priorities in the engagement were crime and safety, youth services, streets/sidewalks and access to healthy food. Housing-related concerns emphasized affordability, homelessness prevention and home repair needs tied to an older housing stock. The plan uses local and regional data to analyze needs and market conditions and includes special sections on fair housing and lead-based paint hazards.
Key logistical details and next steps The plan was posted for public comment and the committee was told the comment period runs through July 15. UEDA (Urban Economic Development Association) will host a virtual session next Wednesday at 11 a.m.; a comment form is available on the plan website (compplanmke.org) and the CDGA page. Staff said today’s meeting counts as a public hearing and that comments submitted during the public-comment window will be incorporated before submission to HUD this summer.
Action taken Alderman Deandre Jackson moved for adoption; the motion passed by voice consent with no recorded objection ("hearing no objection, so ordered"). The committee asked CDGA staff to circulate participation details to aldermen and to prepare to integrate community feedback into the final submission.
