Commission approves firefighter promotion list and adds six candidates to police hiring list

The Delaware City Civil Service Commission on July 2 approved a firefighter lieutenant promotional list and voted to add six candidates to the police officer certified list.
For the firefighter lieutenant promotion, staff reported the assessment center concluded in June. The process began with five candidates and produced a promotional list of three candidates whose scores were separated by 1.38 percentage points. Staff clarified there is one current lieutenant opening. The commission moved to approve the firefighter lieutenant promotional list for July 2, 2025; the motion was moved, seconded, and approved by roll call: Kitty Hollingshead Mansell — yes; Mark Hurley — yes; West Santos — yes.
On the police officer certified list, Chief Moore told the commission the department asked to add six candidates to the certified list after they passed the physical fitness testing and interview. Chief Moore said, "That would bring us to 23 possible candidates on the list," and noted that five on the list have conditional offers and are expected to begin at the Ohio State Highway Patrol Academy on Aug. 25. After those hires are finalized, the department expects the active pool to be smaller and said the additions should move the department closer to its authorized strength. The commission moved to approve the July 2025 police officer certified list; the motion was seconded and approved by roll call: Kitty Hollingshead Mansell — yes; Mark Hurley — yes; West Santos — yes.
In staff comments, Chief Moore invited commissioners to a promotion ceremony scheduled for July 30 in Council Chambers, where Officer John Needham will be promoted to sergeant. Chief Moore said the additional supervisor will allow the department to assign a sergeant to professional standards work and focus on policy, procedures and training as the department pursues accreditation.
No public comment, letters, petitions or emails were recorded. The commission adjourned after routine business; the next likely meeting date was discussed as Aug. 6, 2025.
