The Delaware City Civil Service Commission on July 2 unanimously elected Vice Chair West Santos as chair and reappointed Mark Hurley as vice chair.
The commission moved to nominate Santos for chair; the motion was made by Mark Hurley and seconded by Kitty Hollingshead Mansell. Santos accepted the nomination, saying, "I accept the nomination." The commission approved the nomination by roll call: Mark Hurley — yes; Kitty Hollingshead Mansell — yes; West Santos — yes.
Minutes later the commission nominated Mark Hurley as vice chair; the nomination was seconded and approved by the same roll-call outcome. Hurley said, "I accept." The commission followed its usual roll-call procedure for both votes.
The changes will take effect immediately and will be reflected in the commission's next meeting roster. The commission's next scheduled meeting was discussed as likely taking place on Aug. 6, 2025.
