Commissioners approve land conveyances tied to Titus Park Phase 3; one abstention

Bay County commissioners on July 1 approved conveyances of land related to the Titus Park Phase 3 subdivision, authorizing staff to record the conveyances with the clerk of court.
As part of conditional approval for the subdivision, the Sage Oak Company agreed to convey property for a proposed roundabout on County Road 2321 (Titus Road), a High Point Road connector roadway and a multi-use path along Titus Road and Minge Branch Road. Staff told the board the conveyances comply with Florida statutes and Bay County regulations, and that Planning and Zoning had approved the development and conditions on Feb. 26, 2024.
A motion asking the board to approve the High Point Road right-of-way, the County Road 2321 roundabout right-of-way and the Titus Road easement, and to authorize staff to record the conveyances, was made and seconded. The motion passed on a roll call; one commissioner recorded an abstention. A member of the public-interest legal community, Mr. Keith Bryan, announced a recusal before the item because his firm does work with the applicant and he said he had no direct involvement in the project.
The action advances recording of the conveyances so the county can proceed with right-of-way and pathway planning tied to the subdivision's improvements.
