Bay County commission approves consent agenda, OKs multiple contracts and grants

Bay County commissioners approved a multi-item consent agenda on July 1 that authorized grant applications, contract amendments and several procurement awards.
The consent package included ratification of state grant applications for NG9-1-1 projects and for the City of Springfield as a secondary public safety answering point; approval of a fourth amendment to the county's ambulance billing and related professional services agreement; authorization to award disaster recovery consulting services contracts to the top 11 ranked consultants; and approval of a second amendment to the Gulf Consortium subrecipient agreement. The board also authorized the chairman to sign a memorandum of agreement naming the county as the designated community transportation coordinator with the Florida Commission for the Transportation Disadvantaged.
Among budget and capital items, commissioners authorized an amendment to the county's fiscal year 2024-25 budget and approved task order 25-05WW in the amount of $495,645 to Deberry Engineers Inc. for design engineering services for North Bay wastewater treatment facility reuse improvements. The board awarded contract 25-40 for Utility Services dive services to In-Depth Inc. for an initial one-year term with three one-year renewal options, and approved Amendment 1 to the Florida Department of Environmental Protection state revolving fund loan agreement.
The tourist development council (TDC) public safety reimbursements were approved to reimburse the Bay County Sheriff's Office and the City of Panama City Beach for specified public-safety related expenditures using tourist development tax funds. Staff also requested authorization to execute a suite of disaster recovery consulting contracts to support county recovery planning.
Most items on the consent agenda were routine and advanced without separate discussion. The board voted to strike one consent item (the first due service agreement second amendment) to carry to the July 15 meeting.
