Commission approves preliminary site plan for 100‑foot monopole disguised as pine tree at Walmart site

The Planning Commission approved a preliminary site plan for a 100‑foot monopole telecommunications facility proposed on Walmart property at 180 North, 3400 West in Hurricane.

An agent working on behalf of SBA Communications told the commission the company holds a master service agreement with Walmart to locate wireless facilities on suitable Walmart properties. Staff said one wireless carrier identified this Walmart as an area needing additional coverage; the carrier proposed placing the monopole at the northeast rear of the store.

Commission questions focused on appearance and safety. Commissioners asked whether the tower would be a steel structure or a disguised monopine; the agent said the applicant agreed to disguise the structure as a pine tree. Commissioners also asked about radiofrequency safety and setback requirements. Staff explained that radiofrequency exposure rules include setbacks and signage where applicable, and rooftop facilities have different considerations; the agent and staff said there are established requirements and warning signs when access approaches a transmitter.

A motion to approve PSP25‑05 "subject to staff and JUC comments" passed after a second; the chair called for an "Aye." One commissioner noted nearby zoning and that the parcel to the north is zoned RA‑1 (residential agricultural), and members discussed proximity to residential areas.
