The city's finance director reported July 2 that the budget team is finalizing the fiscal-year budget book, a soft close of the fiscal year has occurred and auditors have been engaged for the year-end audit.
Finance Director Moran told the Finance Standing Committee the department "is very busy" completing the final budget book for online posting and that staff kicked off audit work after a recent soft close. Moran said the department aims to complete the audit by the end of the fiscal year and will use a consultant to help meet that timeline.
Staffing and hiring: Moran outlined several open positions the department expects to fill: a deputy finance position, an accounts-payable/payroll position approved in the budget, and a contractual position. The director said department heads should initiate hiring for budgeted positions and that finance will coordinate with human resources to confirm titles and position-control lists.
Career ladders and classification: Acting City Manager Jackie Veil told the committee HR is working with a consultant to develop criteria for recently approved career ladders, including multi-level classifications (for example, "Stormwater Engineer I, II, III"). Veil said directors will receive an HR update at the directors meeting next Wednesday and that career-ladder criteria will be available "in the very near future."
Direct-billing and direct-deposit process: A council member relayed a constituent complaint that a requested bank change for direct billing submitted in April remained unresolved. Moran acknowledged the process is "archaic" and said finance is working with Wells Fargo and the IT department to let residents upload or manage their direct-deposit and billing account information directly, reducing back-and-forth and in-person steps.
Moran said the city has started to address the specific constituent case and will follow up individually. Committee members noted the issue highlighted a process problem and welcomed the planned changes.
Other operational notes: Moran said a short-term rental coordinator position is expected to start this week and that some job postings received substantial interest; an environmental programs manager posting received about 189 applications in one month.
The committee did not take a vote on the finance update; members requested follow-up on the direct-billing case and on staffing timelines.
