Council refers downtown building‑height proposal to Downtown Development Authority for stakeholder review

Castle Rock’s Town Council decided to pause its own deliberations on proposed changes to building‑height rules in the downtown overlay district and to ask the Downtown Development Authority (DDA) to coordinate stakeholder engagement.
Council member Max Brooks urged additional stakeholder engagement, saying the change would benefit from broader input from downtown owners and businesses. Members of the public — including downtown property owners and business operators — told council they had received limited notice and asked for a structured process so property rights and economic impacts could be fully considered.
Tara Vargas, planning director, reviewed background materials in the staff packet and said staff would provide the DDA and others the documents and context necessary for an inclusive review. Council voted unanimously to have staff work with the DDA to arrange meetings, notify affected property owners and return to council with a summary of outreach and recommendations.
The referral does not change existing code. Council members said they wanted a clear record of business and property owner views and a focused review by the DDA and staff before any ordinance change would return to council for action.
