Castle Rock council asks staff to draft uniform in‑person rules for boards and commissions

The Castle Rock Town Council voted unanimously to ask staff to prepare a single, townwide proposal next year tightening attendance and participation rules for the town’s boards and commissions.

Council member David Dietz said he will bring a package of five items for future discussion that would require in‑person attendance for board and commission members, limit absences to two meetings per year, standardize 2–3 year terms, require in‑person interviews in May, and generally prefer Castle Rock residents for appointments. Councilmember Dietz asked staff to prepare the item for “future discussion,” and the motion passed on a roll call vote with all six council members present voting yes.

Town Manager David Corless and staff confirmed they received the requested direction and that the matter will be scheduled for future council consideration. Mayor Jason Gray and Mayor Pro Tem Kevy Kavey joined other council members in emphasizing the value of volunteer service and the council’s expectation that appointees respect meeting schedules.

Councilmembers said the intent is to reduce absenteeism and improve board continuity, not to immediately remove current volunteers. Dietz and other council members discussed timing and noted changes would generally be implemented for the next appointment cycle in May. Staff said additional details and a draft ordinance or administrative policy will be returned to council for discussion and direction.

The action does not immediately change any ordinance or remove any appointee; it directed staff to prepare a unified proposal for council review and set the topic for a future agenda.
