Commission continues 1511 Burnett rezoning after applicant misses neighborhood meeting

The City of San Antonio Zoning Commission on June 17 continued consideration of a rezoning request at 1511 Burnett Street to allow a residential duplex, giving the applicant two weeks to document community outreach.
Staff described the request to change the property from R4 single‑family to RM4 residential mixed district. Samantha Benavides, zoning planner, said staff found the proposed RM4 consistent with the surrounding pattern and aligned with the city's Strategic Housing Implementation Plan encouraging alternative housing types near transit.
Applicant Alex Cruz said he planned to rehabilitate the existing structure and convert it to two attached rental units to hold as long‑term rentals. Cruz told commissioners he attempted to coordinate a meeting with the neighborhood association but said the association proposed an August date. Commissioners said Cruz had not completed direct outreach (block walking) within the 200‑foot notice area and that the neighborhood association reported a missed virtual meeting that the applicant had been expected to host.
Commissioner Taylor Watson moved to continue the case for two weeks to the July 15 hearing and requested the applicant document outreach and provide copies of communications to the neighborhood association and to copy Commissioner Watson on those communications. Commissioner Woodson seconded the motion. The commission approved the continuance; staff said the July action would not affect the projected City Council date of Aug. 21.
Commissioners cited both concerns about vacancy and trespassing at the property and the importance of transparent neighborhood engagement before the Council hearing.
