Plan Commission approves conditional use permit and site plan for improvements at 139–145 N. Main St.

The City of West Bend Plan Commission approved a conditional use permit to allow grading and other site improvements within the Flood Fringe Overlay (FFO) district at 139 and 145 North Main Street and subsequently approved associated site-plan and façade improvements for the property.

Staff told the commission the project, proposed by 4 MH Properties 2 LLC (Mike Hussar), includes reconstruction of a lower parking/patio area, removal of an existing staircase, and improvements to entrances; staff’s consultant reviewed the developer’s floodplain analysis and concluded the proposed improvements would not negatively affect flood elevations. Staff reported no public comments from the mailed 200-foot notice and recommended approval with listed conditions.

At the site-plan review later in the agenda staff described proposed exterior work including an upper 9-by-9-foot patio, replacement of the southern staircase, and new cladding materials (aluminum-clad siding with wood grain finish and dark gray corrugated metal accents) and noted the property received a façade grant from the Downtown Business Improvement District. During discussion commissioners asked whether an on-site dumpster would be relocated; staff said dumpsters appear associated with the adjacent property to the east and not this site but offered to confirm with the applicant.

The commission approved the conditional use permit and the site plan with the staff-recommended conditions. Staff will follow up with the applicant on a final determination about refuse/dumpster locations and incorporate any required technical changes before final sign-off and recording.
