Hopkinsville City Council on July 1 approved planning-commission recommendations to rezone two parcels in the city, both described by staff as consistent with existing development patterns and the city’s comprehensive plan.
Tom Britt, speaking for the planning commission, told the council the first site — a roughly 30-acre tract behind a racetrack site along Martin Luther King Jr. Way — is proposed to be zoned B-4 to align with B-4 zoning on nearby Fort Campbell Boulevard. "We received no negative comments from the public," Britt said, and the commission recommended the rezoning as consistent with the comprehensive plan.
Britt also described a second parcel immediately north of the first: approximately 23.5 acres recommended for B-4 along Martin Luther King Jr. Way, with the remainder of that larger property proposed as agricultural transitional. He said the commission held the required statutory public hearings, received favorable department head comments and had a favorable response from the property owner.
Council members moved and seconded the motions, and the council approved both recommendations by voice vote. The transcript records the council responding "aye" and the mayor noting a quorum; no roll-call vote tally naming individual yes/no votes was recorded in the transcript.
The rezoning approvals clear the way for commercial development in areas near Fort Campbell Boulevard and other commercial corridors; city staff noted the parcels are undeveloped but in process of commercial development.
The planning commission presentation included property photographs and repeated that there were no negative public comments at the hearings. The council did not request additional studies or referral before voting.
Hopkinsville City Council minutes will record the ordinances or formal rezoning ordinances to follow the commission recommendations as adopted at this meeting.
