HARRISBURG — The City of Harrisburg’s Community and Economic Development Committee held a public hearing and work-session discussion on Bill 5 of 2025, a zoning map amendment that would change 2601 North Third Street — the former Polyclinic Hospital campus in Uptown Harrisburg — from Institutional (INS) to Commercial Neighborhood (CN), and on Resolution 33 of 2025, a related subdivision plan to divide the site into four parcels to facilitate phased redevelopment.
The hearing opened at 5:30 p.m. and included a staff presentation from Jeffrey Knight, zoning officer and planning director for the City of Harrisburg, a developer presentation by Greg Halkwis of Padmark, testimony from a potential construction manager representative, public comments, and follow-up questions from council members.
Jeffrey Knight told the committee that planning bureau staff recommended CN zoning rather than a downtown-center district because the property is not contiguous with the downtown core and CN better fits the surrounding uptown residential-commercial corridor. "The commercial neighborhood designation is most appropriate for the surrounding community," Knight said, noting CN allows a mix of uses — including multifamily dwellings, retail stores, restaurants and offices — while keeping development intensity appropriate for the neighborhood.
