Herington grants KDWP easement for trailhead access and parking, authorizes signature

The Herington City Commission approved an agreement granting the Kansas Department of Wildlife and Parks (KDWP) an easement to access and develop the city-owned trailhead parcel and adjacent strip north of nearby houses. The agreement authorizes KDWP to construct and maintain parking, surfacing, lighting, kiosks, signage and other trail-related infrastructure.
City staff described the parcels included in the legal description in the agenda packet and said the KDWP will have authority to "access, construct, maintain, alter, inspect, repair, replace, protect, grade, relocate, improve, operate parking lot facilities, surface material, lighting, kiosks, signage, other equipment" on the specified city-owned sections. Staff said KDWP plans to reseed the trailhead area with grass and may bring in dirt or work cooperatively with the city to establish a mowable surface; engineering and surveying for the larger project are underway.
Commissioners recorded a motion to approve the easement agreement and to authorize the mayor’s signature. The motion passed with recorded affirmative votes.
