Ramsey County approves vendor payments, courthouse repairs and road-material purchases

Ramsey County commissioners on July 1 approved a series of vendor payments and maintenance contracts covering courthouse repairs, road materials and project engineering costs.
The commission approved a single bid from Sticky Construction to repair courthouse window areas on the north, south and west sides for $72,600. A motion and second carried on a voice vote; the board recorded the motion as passed.
County staff also received payment approvals for several routine and grant-linked items. The board voted to pay True North Steel $74,025.42 for inventory replacement and culverts ordered for water-board projects; to pay Leon’s Building Center $2,664.64 for north-side windows delivered to the shop; and to pay Paulson Bridal Finish $14,300 for a FEMA-funded gravel project on the Ramsey–Nelson county line, with FEMA covering $12,155 and the county local share listed as $2,345. A separate invoice to the North Dakota Department of Transportation Financial Management Division for $9,398.05 — described in the meeting as the county’s local share (19.07%) of engineering costs for multiple FHWA/FEMA projects — was also approved.
Sheriff Lang asked for and obtained county approval to order replacement body armor carriers and related pouches for four deputies, citing a quote of $7,689.02 that he said had been planned in his budget. "The estimate coming to $7,689.02, which I have planned this in my budget," Sheriff Lang said during his update. The motion to proceed with the order carried.
Public works updates included a schedule for two culvert projects and two chip-seal jobs. County staff said requests for quotes for two culvert projects (the G culvert site and the Schleidhorn project) were mailed to local contractors and published; quotes were due July 14 at 11 a.m. Staff reported the culvert projects were scheduled to be completed this year, with completion dates included in the bid documents. Chip-seal work was also tentatively scheduled to start July 14 on several county routes referenced in the meeting packet.
The county discussed a salt-storage facility: the contractor indicated work would begin around July 7 so the floor and concrete apron could be finished and material storage started.
The board also approved a $2,844.23 purchase to upgrade the commission room sound system to allow two simultaneous microphone bases, after staff explained the current system allows only a headset or a single mic at once. The motion to buy the new sound system carried on a roll call.
Why it matters: The payments and procurement approvals finalize local shares for federally supported road work, reimburse vendor invoices tied to emergency-response projects and move forward building-system and public-safety equipment replacements that county staff said were budgeted or needed.
The commission scheduled follow-up work with staff on the engineering submissions tied to FEMA/FHWA projects; staff noted upcoming deadlines for those submittals that will affect project timelines.
