Board debates $500,000 reallocation from Colburn capital line; motion fails

Commissioners raised concerns that the asphalt in the high-loading area may have a limited life and recommended holding an amount in reserve—Commissioner Doppke suggested $110,000 as an estimate to replace a 10-foot apron area if needed.
Several commissioners asked Solid Waste and county engineering to provide a focused assessment of the Colburn site (anticipated failures, lifespan estimates, and prioritized list of repairs) before releasing large sums for other projects. Director Harrold agreed to return with a more detailed breakdown and prioritized needs.
A motion to approve the reallocation (Resolution No. 2025-540) was made and seconded; after deliberation commissioners voted and the motion failed on roll call.
Ending: The board did not approve the reallocation. Director Harrold will return with a more detailed Colburn capital plan and prioritized list of anticipated repairs, and the $500,000 remains in the original capital land improvements line pending further planning.
