Bonner County approves food-truck vendor/park-host contract for Bonner Park West and reallocates funds for Fairgrounds maintenance

The Bonner County Board approved a monthly contract naming Charity Hinshall as vendor park host at Bonner Park West from July 1 through Sept. 30, 2025, under which the vendor will pay $300 per month to the county and provide on-site cleaning and trash pickup in exchange for holding a food truck at the host site.
"This is kind of a win-win," said Mazholder, Director of Parks and Waterways, explaining the vendor will clean bathrooms twice daily, pick up trash and provide oversight from 10 a.m. to 10 p.m. seven days a week; the monthly payment is expected to cover utility bills historically around $200 per month.
Commissioners sought confirmation that the county would not incur uncovered liability. Commissioner concerns led staff to confirm the vendor provided insurance and auditing/legal signed off; Commissioner Korn said she would still review the county insurance policy to ensure no coverage exclusion applied to having a third-party vendor on county property. The board voted to approve the contract; the director committed to confirm policy wording and report back if any issue arises.
Separately the Board approved Resolution No. 2025-539 to move contingency funds into Parks and Waterways line items to support short-term maintenance at Fairgrounds Park, including portable toilets and trash removal. Director Mazholder said Road & Bridge costs and the Sheriff's work program are supplementing park maintenance but that funds were needed for utilities and minimal services to keep the park safe and sanitary.
Commissioners and members of the public discussed coordination with the Sheriff's Office work program and Fairgrounds staff; the director said the Sheriff's Office had not contacted him directly but that additional hands would ease department workload. Resident Wayne Martin urged clear accounting so money goes to the right entity if the Sheriff provides labor.
Ending: The park-host contract takes effect immediately; staff will confirm insurance documentation and auditing sign-off. The resolution allocates contingency funds to Parks and Waterways for Fairgrounds maintenance work; auditing will process the line-item transfers.
