Lancaster City’s Public Works Committee on July 1 voted to forward Resolution 52 authorizing the city to apply to the multimodal transportation fund for the Eastbound Connector active-transportation project.
Director Campbell said the corridor project crosses city, Manheim Township and Lancaster Township boundaries and aims to connect the McCaskey campus, the new borough school campus and the city’s active-transportation network to the regional Goat Path. The city previously received $200,000 and has funds to complete design work; the current authorization would permit a new grant application for construction and larger elements of the project, though the award amount from the fund is not yet known.
Campbell said the city has funding for design and some early installations through 2027; major construction could take place in 2029–2031 if awarded. A committee member asked whether grant awards typically require a local match; staff said they did not yet have confirmation and would provide match requirements to council at a later date. Committee members discussed safety and speed reduction benefits near Grofftown Road and the McCaskey campus; staff said design options include intersection controls and other traffic-calming measures to improve pedestrian and bicycle safety.
A committee member moved to forward the application authorization to the full council with a July 22 target date; the committee recorded an affirmative voice vote. Staff will provide additional details on potential match requirements and the grant timetable to the full council before final application submission.
