Council approves annual utility write-offs and roughly $1.4 million in bills at fiscal-year turnover

The Torrington City Council on July 1 approved the city’s annual write-off of uncollectible accounts and approved payments presented in the council packet, including a larger second bills list of approximately $1,400,000.
City Clerk–Treasurer Lynette Strecker presented the annual write-off list. Strecker said the $8,418.41 in utility write-offs included accounts belonging to deceased customers, bankruptcies, or those exceeding the statute of limitations for collection; an additional accounts-receivable write-off of $1,982.50 was presented. Strecker said the city maintains records of these accounts and uses a collection agency; the city also files creditor claims when appropriate.
Council then considered a set of bills attached to the agenda and an additional larger set provided the same day. Strecker said the total on the additional list was about $1.4 million, driven in part by fiscal-year timing. Public works answered council questions about specific line items and pay applications: pay application No. 10 for the Rice Lake West project had been under review since December and was approved after engineering verification; the Goshen County construction project (an RO unit) remains near completion pending final commissioning.
Council approved the write-offs and the bills as presented by voice vote; no nays were recorded.
