The Torrington City Council on July 1 approved Resolution No. 2025-09 to submit a State Revolving Fund loan application for $650,000 to fund a fiscal-year 2026 water service-line material evaluation project.
Director of Public Works Jeff Harkins told the council the city has identified material for about 70% of its water-service infrastructure but has roughly 30% of service-line materials listed as “unknown.” Staff said the proposed project would hire a contractor to perform localized potholing around curb stops—likely using a Vactor truck—to determine the material composition of both the city-side service entry and the resident-side service where possible.
Harkins said the inventory shows about 600 unknown service connections on the city side and about 400 unknown connections from curb stop to residence; some locations represent both unknowns. He said the work is an EPA requirement and the city must complete identification by October 2027. If the contractor damages a line while excavating, staff said the contractor would be responsible for repairs.
Council members asked about funding alternatives if the loan is not awarded; staff said the city could use its own Vactor truck but noted that the workload for city crews would be substantial. Harkins told council that the SRF program has been used by many municipalities to help comply with the federal mandate and that the city’s prior identification work strengthens its application.
The council voted to approve the resolution and authorized the mayor to sign the application.
