Committee member Miss Hightower reported the committee's actions to the full council, saying the amendments expedite certain development review processes in LCD zones while ensuring that design plans or tree-conservation measures are in place before grading permits issue. The administration took no position on the bill, and the Office of Law found the draft to be in proper legislative form. Dewberry Engineers testified in support at the committee meeting.
Additional sponsors were added during the council introduction. The council referred the bill to PHED for further consideration and amendment; the committee record shows the committee adopted the zoning hearing examiner and planning board recommendations and recommended the bill with amendments by a 5-0 vote.
No final council action occurred; the bill remains in the PHED committee for further review.
