Board approves consent agenda, handbooks, university agreements and personnel contracts; superintendent contract draws a public objection

The Burlington Community School District Board of Directors on June 30 approved a slate of routine and substantive items by voice vote, including the consent agenda, monthly ESSER/SAVE status report, multiple student-teaching agreements, handbook updates, grant renewals and personnel contracts. The meeting included a brief but pointed public objection from a board member to a change in the superintendent's contract expanding virtual workdays.
The board approved the consent agenda, which the motion summarized as including payment of previously paid bills in the amount of $244,733.94, unpaid bills of $922,757.70 and gifts of $5,145. The board then heard and approved the ESSER and SAVE monthly status report, which summarized construction closeouts, asbestos abatement and punch-list items. The board voted to approve the Ed Stone middle/high school handbook, the Burlington High School handbook and the certified staff handbook following review and minor edits.
On partnerships and grants, the board approved standard student-teaching and practicum placement agreements with the University of Northern Iowa (multi-year through 2028) and William Penn University (multi-year through 2030), and it approved renewal contracts for two existing 21st Century Community Learning Grant awards that provide after-school programming at multiple elementary schools. The board also approved the district's rental agreement with Burlington Riverfront Entertainment for the district's annual welcome-back event on Aug. 21.
In personnel matters, the board approved a two-year superintendent contract effective July 1, 2025. During discussion a board member said they would vote no on the superintendent's contract because the new agreement increases the superintendent's virtual workdays from 10 to 15 per year: "Allowing this to pass means our district's leader can be away from the district and work virtually for a total of 3 weeks beyond the 20 vacation days and 16 day holidays provided each year," the board member said. Superintendent Scott responded that he is not permitted to be out of the district on days students or teachers are scheduled and that virtual days generally apply to non-instructional periods (summer and breaks). The superintendent's two-year contract and a two-year administrative cabinet contract were both approved.
