The clerk recorded 8 ayes (Commissioners Clay Bivs, Sugarman, Mills, Wright, Brooks, Lowry, Avant and Chairman Michael Whaley), 1 no (Commissioner Caswell) and 2 abstentions (Commissioners Ford and Thornton).
