Assembly passes SB 129 to implement labor and pension adjustments, funds IHSS bargaining rollout

On the floor, Gabriel said the bill "makes various technical and cleanup adjustments to the 2025 budget act. Among other adjustments, this bill authorizes supplemental pension payments to the public employees' retirement fund, allocates $3,300,000 for statewide collective bargaining for in‑home supportive service providers, and creates an exemption for the Golden Gate Suspension Bridge seismic retrofit project to help avoid costly overruns." He respectfully asked for an aye vote.
Supporters highlighted the bill's steps to strengthen the IHSS program and to implement earlier legislation that created collective bargaining for IHSS. "This bill will establish the commitment to fund the initial rollout of the IHSS Employer Employee Relations Act," Assemblymember Haney said, noting the program affects more than 700,000 IHSS workers statewide.
The clerk closed the roll and the tally was announced: Ayes 56, Noes 4. The measure passed without reference to file.
